Overall Responsibility
The Technical Lead - Sustainability and Transition PSCSS will lead provincial supply chain strengthening initiatives, coordinate technical and operational support across ZAMMSA hubs, provide technical support for the ZNLS redesign, lead the development and implementation of the supply chain transition framework, support GRZ absorption planning, and strengthen the capacity of ZAMMSA hub and provincial staff.
Qualifications and Experience
Minimum Required Qualifications and Experience
Degree in Pharmacy, Clinical Pharmacy, Supply Chain Management, Logistics, Public Health, or related field.
Minimum 10 years of experience in health supply chain management.
Experience with ZAMMSA operations and regional hub management.
Deep understanding of Zambian provincial health systems.
Desirable Qualifications and Experience
Master's in Public Health or Supply Chain Management.
Certification in supply chain management.
Experience with transition and capacity-building programs.
Experience with PEPFAR-funded programs.
Experience with ZNLS or similar logistics systems.
Technical and Behavioural Competencies
Strong expertise in supply chain management and technical guidance.

Key Responsibilities
Provincial Supply Chain Strengthening
Leading provincial supply chain strengthening initiatives to improve systems, performance, and sustainability.
Supporting destination verification activities to ensure commodities are reaching intended facilities and destinations.
Implementing sustainable stock monitoring mechanisms to strengthen visibility, availability, and accountability of commodities.
Providing evidence-based recommendations for commodity redistribution to minimize stock-outs, overstocking, and expiries.
Supporting effective inventory management practices to strengthen stock accuracy, accountability, and optimal utilization.
ZAMMSA Hub Support
Coordinating technical and operational support across seven supply chain hubs to strengthen performance, efficiency, and sustainability.
Conducting capacity assessments to identify system, skills, and operational gaps and inform targeted strengthening interventions.
Supporting the development and utilization of supply chain performance dashboards to monitor progress, identify gaps, and inform decision-making.
Strengthening inventory management systems and practices to improve stock visibility, accuracy, accountability, and availability.
ZNLS Redesign Support
Leading structured technical support for the ZNLS redesign to strengthen supply chain systems, efficiency, and sustainability.
Providing technical input into the design and implementation of supply chain strengthening and transition initiatives.
Coordinating with MOH and relevant stakeholders to align ZNLS redesign activities with national priorities and requirements.
Supporting evidence-based decision-making through analysis of supply chain data, performance information, and system-strengthening findings.
Transition & Sustainability
Leading the development and implementation of the supply chain transition framework to support sustainable ownership by GRZ structures.
Supporting GRZ absorption planning by identifying transition requirements, capacity gaps, resource needs, and priority actions.
Coordinating with Supply Chain Management (SCM) and relevant stakeholders to align transition activities with national supply chain priorities.
Developing transition readiness assessments to measure institutional capacity, identify gaps, and inform targeted transition and sustainability interventions.
Capacity Building
Mentoring ZAMMSA hub and provincial staff to strengthen supply chain management competencies and operational capacity.
Supporting competency development through structured coaching, technical assistance, on-the-job learning, and knowledge sharing.
Implementing the “I Do, We Do, You Do” approach to facilitate practical learning, ownership, and sustainable skills transfer.
Ensuring effective step-down of supply chain systems, processes, and competencies to GRZ structures to support long-term sustainability.
