Overall Responsibility

The Senior Software Developer will analyse user requirements, design, develop, test and implement software solutions, support system integration with health logistics platforms, maintain and enhance existing systems, provide technical support and troubleshooting, ensure quality and best practices, and supervise and develop Software Developers and the Business Analyst.

Qualifications and Experience

Minimum Required Qualifications and Experience

  • A bachelor’s degree from an accredited tertiary institution in Computer Science, Software Engineering, Information Technology or a related field.
  • Five (5) years’ professional experience in software development or application programming, including designing, developing, testing and maintaining applications.
  • Proven experience with development tools, frameworks and languages such as .Net – C#, JAVA Script, Python, PHP, Angular, PHP SQL or equivalent; web technologies (HTML, CSS, JavaScript); version control (e.g., Git), CI/CD pipelines and agile development methodologies; and familiarity with databases, APIs and web services integration.

Desirable Qualifications and Experience

  • Bachelor's Degree or higher in Information Technology / Information Systems or Computer Sciences.
  • Certifications in software development, cloud services (AWS, Azure or Google Cloud) or agile methodologies.
  • Seven (7) years’ professional experience in software development, including building and integrating management information systems with health logistics platforms.
  • Prior experience with USG-funded projects or health supply chain systems (e.g., eLMIS, SmartCare Pro, DHIS2) preferred.
  • Working knowledge of cloud services and secure coding practices.
  • Experience with client-side JavaScript frameworks, ideally one or more of Ember, Angular, React, Node, Backbone, JQuery or similar.
  • Server-side development experience, ideally with Ruby on Rails, Phoenix, Python, PHP or similar OOO and functional languages.
  • Relational database development experience, ideally SQL and MySQL with some NoSQL.
  • Mobile and responsive development experience, either web or native.
  • Some experience with hybrid mobile development and deployment wrappers like Cordova, Ionic or similar.

Key Performance Areas

System Development

  • Analyse user requirements and translate them into functional technical specifications.
  • Design, code and test software solutions for supply chain and warehouse data tracking, including eLMIS, SmartCare Pro and DHIS2.
  • Design, develop, test and implement software applications using appropriate programming languages and tools.
  • Develop responsive web and/or mobile applications as required by the role.
  • Ensure software meets security, scalability and performance standards.

System Integration

  • Build interfaces to connect electronic health information systems with existing health logistics platforms.
  • Integrate databases, APIs and web services to enable data exchange across the eLMIS, ERP / WarehouseXpert, SmartCare / EHR and DHIS2.
  • Support Ministry of Health (MoH) efforts for supply chain system integration in line with the approved integration roadmap.

System Maintenance & Enhancement

  • Maintain and enhance existing systems by identifying areas for improvement and implementing the necessary updates.
  • Deploy application updates and enhancements frequently and with low risk, in line with the MoH-led Change Control Board (CCB) process.
  • Document software designs, code and procedures for future maintenance and upgrades.

Technical Support & Troubleshooting

  • Troubleshoot database, server and application issues for eLMIS at facilities and distribution hubs.
  • Debug software issues and provide timely resolutions.
  • Support users and provide post-deployment maintenance and enhancements.

Quality Assurance & Best Practice

  • Conduct code reviews, write unit tests and ensure adherence to coding standards and best practices.
  • Apply the software development lifecycle (SDLC) and agile development methodologies.
  • Write clean, maintainable and efficient code and apply secure coding practices.

Team Supervision & Development

  • Supervise, mentor and appraise Software Developers and the Business Analyst, overseeing their deliverables and performance.
  • Assign and delegate development tasks and review work to ensure quality and adherence to standards.
  • Plan and coordinate the team’s workload to deliver projects on time and within scope.
  • Perform skills transfer and in-house training and support the professional development of the team.

Data Optimization & Continuous Improvement

  • Enhance data visibility and data-collection tools to improve decision-making for medical commodities.
  • Support the design and development of reports and dashboards from different data sources.
  • Participate in research and development activities to stay current with emerging technologies and trends.
  • Collaborate with other developers, designers, system analysts and project managers to deliver projects on time and within scope.
  • Carry out additional responsibilities as may be assigned by the Head of IT.
