TERMS OF REFERENCE FOR THE CONSTRUCTION OF MINI ABLUTION BLOCKS LOT 3:
1. SCHOOL – MALE (4WC), FEMALE (4WC) & STAFF MINI ABLUTION BLOCK AT NATUSEKO SCHOOL.
2. HEALTH FACILITY – MALE PATIENT (5WC) & FEMALE PATIENT (7WC) AT MAHATI MAGHANDI HEALTH CENTER
1. INTRODUCTION
Habitat for Humanity Zambia is a locally registered Non-Governmental Organisation founded in 1984 and currently operates in three provinces, namely Lusaka, Central and the Copperbelt. The organisation has been responding mainly to shelter needs and related issues, such as water and sanitation, to serve the most vulnerable families living in marginalised peri-urban communities within the three provinces.
HFH Zambia, through the SCALING UP ACCESS TO IMPROVED ACCESS TO WASH SERVICES THROUGH COMMUNITY-DRIVEN MODELS IN MAKULULU AND KATONDO INFORMAL SETTLEMENTS project, is is promoting water sanitation and hygiene (WASH) services in selected schools and health facilities around Kabwe district
2. DELIVERY APPROACH
Habitat for Humanity Zambia promotes a community-driven approach involving multistakeholder including the local authority (Council), District Education Board (DEBS), District health office, health post management, schools management, and community members and their leadership across all stages of the project;design, planning, implementation, monitoring and close out. This ensures the development of local capacities in the quality delivery of the product to the satisfaction of end users and the funding agencies.
Habitat for Humanity Zambia is now inviting bids from interested bidders for the construction of:
1. School – male (4wc), female (4wc) & staff mini ablution block at Natuseko School.
2. Health facility – male patient (5wc) & female patient (7wc) at Mahati Maghandi Health post.
This includes; i) Substructure works: Excavations, concrete and blockwork works, soakaway stone installations, septic tank and soakaway construction ii) Superstructure works: slab concrete works, blockwork works, Lintel construction works, steel purlins and roofing sheets installations, electricals, iron Mongery fittings, water supply and Plumbing fittings (toilets, urinals & shower) and Finishes i.e Plastering, floor screed/terrazzo floor, half rough cast and half painting.
Note! The school ablutions, learners, and staff shall be serviced by the same septic tank and soakaway. The health ablutions for male and female patients shall be serviced by the existing septic tank and soakaway at the facility.

4. ELIGIBILITY CRITERIA
4.1 Mandatory Requirements
The Bidder is required to possess the following;
- Signed cover letter and financial proposal
- Valid National Council for Construction (NCC) Certificate (Category B or C)
- Valid Zambia Public Procurement Authority (ZPPA) Registration Certificate
- PACRA Registration Certificate
- Valid Workers’ Compensation Fund Control Board Certificate
- Valid Tax Clearance Certificate
- Valid Engineering Institution of Zambia (EIZ) / Engineering Registration Board (ERB) License
- Company profile with physical address
- Three (3) most recent stamped bank statements (last three months)
- Detailed Method Statement
- Project implementation schedule (including Gantt chart)
5. Personnel Requirements
Bidders must demonstrate availability of qualified personnel:
• Registered Water/Civil Engineer (EIZ/ERB certified)
• Minimum: Diploma/Degree
• At least 2 years’ experience
• Plumber – Minimum 3 years’ experience
• Electrician – Minimum 3 years’ experience
• Building foreman-(bricklayer laying & plastering, building works supervision related qualification) with 3 years of work experience
(Attach CVs and supporting qualifications for all personnel)
6. Experience
Bidders must provide evidence of similar completed projects, including:
• Completion certificates
• Contract award letters
• Purchase orders
7. Equipment
• Truck 4x4 able to access muddy roads
• Plate compactor
• Poker vibrator
• Portable Genset
• Necessary general construction tools (wheelbarrows, shovels, etc)
(Proof of ownership or valid lease agreements must be provided).
8. Site Visit
Bidders are strongly encouraged to conduct site visits to familiarize themselves with site conditions.
All costs related to the site visit shall be borne by the bidder.
9. Bid Submission Requirements

• Include a non-returnable USB flash drive with soft copies of all documents

All bids must be priced in Zambian Kwacha (ZMW) and include all applicable taxes.
Bidders are encouraged to correctly complete the bid submission register upon bid submission, Non-compliant submissions will be disqualified.
11. Contract Award
The successful bidder will receive a formal Contract Agreement for review and signing upon award notification.
12. Project Duration
The project shall be completed within four (4) months from the date of contract signing.
