Job Summary

  • Our client, a leading energy company, is seeking an experienced Director, Engineering & Project Management to provide strategic leadership for the planning, engineering, execution, and delivery of capital projects across its LNG, gas processing, storage, regasification, and related infrastructure assets.
  • The successful candidate will oversee engineering, procurement, construction, commissioning, regulatory compliance, contractor management, and project controls to ensure
  • projects are delivered safely, on schedule, within budget, and in line with industry best practices.

Key Responsibilities
Engineering & Project Delivery:

  • Lead engineering and project execution from concept development through commissioning and handover.
  • Establish engineering standards, technical specifications, governance frameworks, and project execution methodologies.
  • Review and approve engineering deliverables, including PFDs, P&IDs, equipment specifications, layouts, and construction drawings.
  • Drive value engineering, design optimization, constructability reviews, and technical evaluations.
  • Ensure all engineering activities comply with regulatory requirements, industry standards, and operational objectives.

Construction & Project Management:

  • Provide strategic oversight of construction planning, execution, commissioning, and startup activities.
  • Develop project execution strategies, schedules, budgets, and resource plans.
  • Manage EPCIC contractors, engineering consultants, OEMs, fabricators, and third-party service providers.
  • Monitor project performance, including cost, schedule, quality, safety, and risk, implementing corrective actions where required.
  • Lead cross-functional collaboration between engineering, procurement, construction, operations, and key stakeholders.

Vendor & Stakeholder Management:

  • Manage relationships with OEMs, technology licensors, vendors, and strategic suppliers throughout the project lifecycle.
  • Oversee technical bid evaluations, vendor qualification, contract negotiations, and equipment procurement.
  • Ensure vendor compliance with contractual, technical, quality, and delivery requirements.
  • Build and maintain strong relationships with regulatory agencies, government institutions, investors, and other key stakeholders.

Regulatory Compliance & Governance:

  • Lead permitting, licensing, regulatory approvals, and statutory compliance for all projects.
  • Liaise with relevant regulatory authorities to secure approvals and ensure compliance with applicable laws and industry regulations.
  • Monitor regulatory developments and ensure ongoing compliance across engineering and project activities.

Leadership:

  • Lead, mentor, and develop multidisciplinary engineering and project management teams.
  • Establish governance frameworks, project management standards, and continuous improvement initiatives.
  • Foster a culture of safety, accountability, innovation, collaboration, and operational excellence.

Requirements & Qualifications

  • Bachelor's Degree in Mechanical Engineering, Chemical Engineering, Petroleum Engineering, or a related engineering discipline.
  • Master's Degree in Engineering, Project Management, MBA, Construction Management, or a related field is an advantage.
  • Professional registration with COREN or an equivalent recognized engineering body.
  • PMP, PRINCE2, or equivalent project management certification is highly desirable.
  • Minimum of 20 years' progressive engineering experience, including engineering design, project management, construction, commissioning, and operations support within the oil & gas, LNG, midstream, or energy sector.
  • Minimum of 10 years' leadership experience managing multidisciplinary engineering and project teams delivering large-scale capital projects.
  • Proven experience delivering LNG facilities, gas processing plants, storage and regasification facilities, pipelines, depots, terminals, or similar energy infrastructure projects.
  • Strong experience managing EPCIC contractors, engineering consultants, OEMs, vendors, and strategic partners.
  • Demonstrated expertise in engineering design reviews, construction management, project controls, procurement, contract management, and commissioning.
  • Strong knowledge of process safety management, including HAZID, HAZOP, SIL assessments, and operational readiness reviews.
  • Experience obtaining regulatory approvals and managing relationships with government agencies and industry regulators.
  • Strong understanding of engineering standards, regulatory frameworks, project controls, risk management, budgeting, scheduling, and change management.
  • Proficiency in Microsoft Office Suite and engineering, project management, scheduling, and project controls software.
  • Excellent leadership, stakeholder management, communication, negotiation, analytical, and decision-making skills.
